I went out for a ride yesterday, wanted to go out again today but had a flat. I changed the inner tube since the last one had a slow leak. I’m afraid that the tire is finished and I’ll keep getting slow leaks and flats. Should I just change the tire? Thanks!

Yes. That’s a serious weak spot, time for new rubber.
GP 4 Season are a favorite of mine. It’s almost time for that tire anyway. Replace with same and ride lots.
Yes. Cord damage == Done.
If you can see the carcass, then the tread is through. Time for new rubber.
