I wouldn’t have all that so close to the derailleur and wheel. If the cable or the U-lock swing into the spokes, it’s gonna be bad.

I would NEVER put ANY lock anywhere the front or rear wheels

dangerous! the mount will eventually rotate. U-locks should stay inside the main triangle frame, but on a smaller bike like this, you may want to look into twofish handlebar mounts.
