Finally got this unstuck from a used city bike I picked up last week. I’m not very familiar with quill stems, so I’m not sure if this is normal wear and tear or if it needs to be replaced.

Better safe than sorry I’d say, that looks extreme for normal use wear & tear

looks like it was tightened with an impact wrench. I don’t think it would be unsafe to ride but good chance it would get stuck again. Easy component to find new or used.

Not normal, probably was overtightened like A LOT. Might be fine, but I would replace it – this part is not that expensive. Also check the fork where this thing attaches – there must be some damage there as well, which might be bad.

Get a new quill stem, they are $4 a pop on Aliexpress, this one seems to be rusted as well and may later fuse and get stuck.

Either way, the stem is obviously toast.
