You can move any number of the spacers underneath the stem above the stem to experiment. If you are 100% certain you’ve found a handlebar height that works for you, you can cut off any part of the fork steerer tube that extends above the stem.
yes, you can take the stem off, take 1 or 2 spacers off, put the stem back on and put the spacers on top of the stem.
