That’s a velomobile, they are getting quite popular – unlike recumbents that promised, but never quite delivered “riding much faster in comfort”, a velomobile indeed can make you ride at nearly highway speed if you are strong, have some cargo capacity and offers weather protection.
Not a “bike” tho, they are trikes/quads, very different handling and fully faired bike is possible, but very hard to make in practice due to crosswinds pushing you around.
