This is my first time buying a bike for myself as an adult, so I am new to the world of biking. Answering the questions from the sidebar:
* My biking experience is pretty average, I biked around my neighborhood growing up and would also bike to my high school job (a few miles away)
* My price range is $100 or less, so I am exclusively looking at second hand. There is a bike co-op near me that teaches people how to care for bikes and can provide new parts and equipment, so I am okay with buying a second hand bike that needs some fixing up.
* I plan on biking trips that are 5 miles or less, mostly road biking in an urban environment. I do have nearby parks that I could see myself riding through. I would use a bike 2 to 3 times a week.
* My city (Cincinnati) has some good hills within the urban fabric.
* I am 5’11” and 190 lbs. I am a good bit out of shape, which is half the reason that I would like to get a bike (for replacing some car trips). I have been in shape before (through weightlifting, soccer, tennis, etc), so I know that I will need to start off slow when using a bike to get around.
I would appreciate any help on this decision!

Frame size is 23″ or 58 cm from the center of the crank to the top of the seat tube and the standover height is 33″, so perfect for riders around 5’10” to 6′, plus or minus. 21 speed, 700c wheels. Brand new Schwinn tires (700 x 38 mm knobby thread) and tubes (3 months old). Dents and scrapes from storage and serious off-roading, and a few from hauling in the back of my truck. Chrome alloy steel frame. I added the carrier and also toe clips for improved efficiency.

This would be a great bike for your uses. Hard to tell much about the mechanical condition but I do notice some odd marks on the front rim. It seems worn by the spokes? Maybe someone knows more about that. A used rim for that bike is likely pretty cheap at the coop.
Any chance you could get the seller to meet you at the coop and have them inspect it? If not I’d still probably get it.
these are great bikes, very versatile. just check to make sure it isn’t too rusted…
I’d buy it to replace my 21″ 700 that I paid $120 for if the inspection checked out. The range goes 700, 720, 730, 750, 790. The 750 has much, much better tubing and nicer components.
At your height you might feel stretched out on the bike and may want to consider a stem that’s shorter, as in, moves the bars closer.

The tires may be new, but they’re shitty and you don’t want knobby tires for road riding. I ride gravel trails on slicks just fine. Nice tires make a massive world of difference. You could pick up something puncture resistant like a Panaracer T-serv but they aren’t as wide as I prefer these days. The frame will clear 40’s with fenders easily and, IIRC, up to 45’s.
