The wheel size is not an important consideration for bike fitting, the frame size is what is important. This looks like it might be a kids bike to me though, and depending on the year of production, the 26” wheels might back up that theory.
If the bike fits you comfortably and everything works well, $75 is a good deal for a bike, full stop. However, depending on what kind of riding you are planning on doing, this might not be the ideal choice, but like I said a bike that is in good working order, that fits you comfortably, for $75, is a pretty good deal.
