This is what is like to ride on the (non-segregated) cycle lane on University Avenue in Glasgow.
That’s effectively a loading/unloading lane. Cars, taxis, buses. Any time of the day.

Parking in a mandatory cycle lane is not illegal. On October 9th 2019 the Scottish Parliament had the opportunity to include the work "parking" into the list of prohibited acts in mandatory cycle lanes and did not do so.
Subsequently, unless specific parking restrictions apply, ie; no loading/parking/stopping, then taxis or orher vehicles parking in mandatory cycle lanes to pick up passengers, load goods, or even parking their car and leaving it, are not breaking any laws.
Whilst it might be annoying, lots of things cyclists do legally are annoying to motorists. The mature thing to do is to try not be triggered and learn to share the road, accepting that not all road users drive/ride to the standard that you might or may wish them to.
