Just picked up this 8bar krzberg and am wondering if this damage in the steerer tube of the fork will be an issue. Mostly have experience with steel bikes so carbon scares me a bit.

Do not ride it like that.
It’s dead. And it’s really messed up that someone sold it like that.
Judging by the rounded Allen bolt, marks/scratches and the sloppy cut with I’m guessing a non carbon specific hacksaw blade, that’s been unfortunately abused (or a stems been over torqued). Dolan used to have a decent carbon fork replacement
Looks like some animal chewed on it. Aliexpress sells good cheap carbon forks

That fork can now be used as a toilet paper holder. Totally unsafe to ride.
Usually that happens when you torque the stem too much. In this case, the expander looks so mangled they might have overtorqued that one, too.
If that has been sold to you without mentioning this damage i’d pay them a visit.
Even if you bought it “as seen” that could be seen as willful deception.
Either way. get a new fork.
