Thank you to who said check with a screwdriver or something straight. Both rims do this but front the most. I ride a kinda cheap bike, Jamis divide, down very rocky trails *north jersey*.
Update, it is the rim wobble. Safe???

Get the right size spoke wrench and true it before it gets worse. Or take it to a shop.
