The bikes geometry was designed for time trials/triathlon. As is I would say it is a good price. If you are thinking about converting it to a typical road configuration you should check and see if you can get a seat post with a more traditional seat placement.
Not too good to be true I don’t think because this is originally a time trial/triathlon design so it is a niche design that loses a lot of value and it must be 15? years old now. Converting to road bike handlebars is not crazy, depends what you want to do with it. Is this 2×10 ultegra? there is lots of potential to get deal on used parts for shimano 10 speed ecosystem that might make the conversion economical. It will always be a stiff and aggressive frame so up to preference, it is good value for the quality.
