You can reinstall it, no harm done.
The metal pin does into a hole in the cranks axle.
The full hole has the inside crank pinch bolt pass through it, and it pivots around that bolt to click on and out of place

It’s a spacer that goes between the two ears of your crank arm. Lose the bolts and install per instructions for the crankset. It’s not broken.
Edit: sorry didn’t answer. Safety plate to keep crank arm from sliding off in case the two bolts come loose. I never had mine fall out, but I’d think you can reinstall it.
