New to bikes but not mechanical work, so was looking for one to fix up. Seller has no other info. Trying to decide between this or an already set up Fuji Sagres for $150
impossible to tell from just one picture. Depends on what you want the bike for, if it’s just for working on it and learning how bikes work then sure, if it’s for riding regularly/commuting then definitely not. It’s a very old bike which looks neglected. Most parts are probably either worn or rusted through.

Almost any rolling functional bicycle is worth $100.

Lugged steel frame, I love those.
My brother used to scavenge old bikes he found abandoned on the side of the road. He would then swap parts, get them riding, then leave them in a poor part of town hoping someone would use them for transportation.
I work with a charity that fixes up old bikes like that and ships them to their ministries in Africa. Bikes are a hobby here but transportation in other parts of the world.

Yokota were decent bikes. Never top level but quality tubing properly made. 40 bucks leaves you some budget to spend on saddle, pedals etc to make a nice rip-arounder. Bonus that this one appears to have lived its life indoors and hanging from that hook.

Does it fit?

If it fits and isn’t damaged/bent/etc I’d say $40 is a good deal. From the one blurry photo it kind of looks like it has forged dropouts which is a good thing in my book.
