I’m doubting between these two tires: 40-635 (https://www.bike24.com/p2309069.html) Or 37-622 (https://www.bike24.com/p2309063.html). Will both fit these rims? When I measure the bead diameter I get a minimum of about 640mm.

No. The rim and tire sizes need to match, ie 622 mm or 635 mm.
Why do you think the 622 fitted currently is wrong? It looks fine to me in the images.
According to the markings you need the 622. You could not get one on there if it was a 635 rim, and a 635 tire will not stay on a 622 rim.
You’re thinking too much. If the current tire is 622 then you need a 622. If it was 635 it wouldn’t say 700c. You need a 700c tire or 622
