I can feel my crank arm slowly coming off while riding. Seems like I can’t get my crank arm all the way on, even while tightening bolt down all the way it still wiggles loose. Crank arm seems pretty scuffed up where it goes onto the bb.

That crank arm is beyond repair, the square interface is destroyed. You need a new one.

“All the way” should mean around 40Nm, which is _a lot_. If you don’t tighten it properly, there is play in the interface, and the hard steel spindle of the bottom bracket destroys the softer aluminum crank arm.
You need a new crank arm. A bike shop should be able to sell you one the right size
