I know that Fuel EX stack height/angle isn’t that low/steep. Is it a whole separate/new fork with like 120mm of travel maybe? Or does that look like the stock fork and they bricked it somehow (maybe not even aired up and its just resting there).

I think that if the seal between the positive and negative chambers leaks then it will suck the fork down like that. Or it might just need to be pumped up like you said

not enough air in the fork or the classic fox problem of having too much grease in the air chamber blocking the equalization port
