As other have explained, these are for a front mounted rack.
A couple of other things. Most of these bosses usually take M5 size bolts/screws. Also, the bosses can be used to mount things besides a rack, such as a light.

Are there threads in there if you remove the plastic plug? Usually a T6 bolt, like the water bottle cage bolts.
