You need a way to hold the axle. If you have a vice and wooden blocks that can work, ideally an axle clamp, or you can bolt the other side back up to the frame and then undo the last nut. It’s likely not seized on there or anything, this is normal.
The best way without damaging the axle threads would be to “double nut” the axle where you use two nuts jammed together to hold the axle while you remove the single nut.
