The lines appear to be part of a manufacturing process and nothing can be felt on the steerer itself. It does look like the material is peeling although it’s not, a bit hard to explain.

That is definitely a carbon steerer and yes, totally normal. It’s the edge of the final layer of carbon.
Just mold lines. Looks perfectly fine
