I drip wet chain lube into cable housing and rub white grease on cable.

lube your cable hounsing, put lube on it and blow air to move the oil trough the cable housing.
sometimes the inner part of the cable housing corroed and make a “crispy” sensation (i suppose that is you are asking).

If you live in a dry and dusty area do not lube cables and housing. The extra lube will drag dirt in and wear your stuff out.
Most high quality housing is pre-luded and comes with sealed ferrules. Shimano SP-41 or Jagwire LEX is quality housing . Shimano polymer cables that are in your photo are rad… but misunderstood. Shimano optislick are also a good option followed by most stainless smooth cables.
To sum it up new housing with a quality inner liner and a good cable will give you the best feel. The inner liner on housing wears as well as some coated cables. As wear occurs and dirt is dragged into the system the movement slows down.
