How do I solve for the interference between the top rack mount and my Canty brakes? Do I extend the the part of the canteen brakes to go above it? Are there adapters I can get to split the rack mount into two parts? Do I need to switch to V brakes?

I would do longer canti crossover cable so that the yoke is above the top rack mount.
Depending on the length, you can flip and bend the stay to pass under the straddle cable and still support the rack. That stay is locational, not load bearing (in most load cases).
You can also use a longer straddle cable as the other poster said.
Using the V brake or the MIni-V brake instead of the canti.
Or you can drill a hole on the rack stay.
Longer straddle cable is the way. Don’t bend the rack mount if you don’t need to.
