I picked this frame up today. I looked up the serial number and it tells me it’s a 1997 Haro Revo. However, the designs don’t match, and the stamps don’t either! Can someone help me out here? Need some clarification. Thank you!

It’s definitely been resprayed. I’ve had a look and I’m as confused as you are! It mostly looks like a Revo from 2000-2002 but the dropouts don’t match, and neither does the gap between the seatstay/top tube/seat tube junction. But the rest of the front triangle is spot on! Very strange.

It looks like the top tube missed the bending step at the rear during production. That would account for the wonky weld on the gusset but not the drops and stamps. The only time I’ve seen this is on pre production frames. I’d strip it. Lay a new tig weld on the gusset because it’d bug me and send it to powder coat.
Is that Haro logo ? Or maybe federal
Maybe look a year up or year down sometimes a frame was made in a year but for the last year or next year production happens a lot with GT and People don’t catch on with most unless a significant frame change in design.
It’s likely a Shredder or Cozmo (they shared a frame) from the late 90’s-early 2000. Most of those bikes back then came chrome though, so the likelihood of this being a repaint is pretty high. My guess is a 1998 Cozmo.
If the serial number matches Revo ..then it’s a Revo. Shredder ,cozmo, Revo all shared same frame style.. difference being in parts and how much chromoly..tri , downtube only,and full Chromoly etc..I believe only the Shredder was full chromoly..both GT and Haro do this thing were the previous year frames might be renamed .. name of model with different frames of a previous year model and sometimes even same name model with a different frame style depending on price point ..its all very confusing and they usually do this becuase of overstock issues. But I would suggest you you look through Haros online catalog that has all the models year by year..and you can see exactly what I mean and u can find your exact..
