I picked up a nail and did a plug, but it still wouldn’t hold air and I walked home. On closer inspection, the nail poked through the sidewall near the bead and on the rim a few times. Is this repairable or is this tire already ruined? I’ve ridden less than 70 miles on it total, so that’s a huge bummer if there’s nothing to be done.

That’s very bad luck. Personally I’d ride it, but only on the back, and maybe with some kind of attempted repair – glue?
You can glue or sew on a repair path on the inside.
But that looks like it should seal up with just sealant and a plug or two.
Hard to tell from this but it appears there are multiple tears in the sidewall near each other? That’s probably a really bad sign if so.
The rim looks fine.
Depends on what you do on this bike. If it’s a mellow riding bike you’re not going to see high speeds I would patch the sidewall from the inside and run it in the rear without concern. If it’s a bike you go fast on, I’d consider how much financial pain it is for you to replace the tire vs the desire to not add to your crash risk.
This is more of a question of how far are you willing to go to save $60 ?you can get a park tire boot, clean out the inside of your tire really well, and install the tire boot. It will be a mess and a lot of work to get it to the point where the boot will stick, but if you do, it should be fine.
