Angle of the posts isn’t important. Just make sure the pads are flat against the rim when the lever is squeezed, not angled so that only the top or bottom edge hits the brake track. A slight amount of toe in (trailing edge of the pad hits first) will help reduce any squealing.

Your wheel seems way out of alignment. Loosen your axle, put some weight on the bars and tighten again, making sure it is entirely seated in the fork dropouts.
