That looks like aluminium. Normally I would advise against it but maaaaaaybe you could try welding that crack since there isn’t that much sideways force being put through that part of the frame (at least not with enough seat post inserted.
Which does bring me to the other question: did you have enough seat post inserted? Also, what exactly is going on there anyway? It looks… peculiar.

I’d be looking to cut it down to just ever the crack and file in a new slot for the seat clamp. Can’t tell if it can be done from this pic but worth a look
