I picked this bike up as is for a good deal. It was all stock rocky mountain hammer from 90’s except just the suspension fork was taken out and swapped with a hard fork to be later made into disc brake. The guy never got around to converting but lost the old fork. Everything is fine except the front brake. Looks like some kind of mount is missing. What is the part called i can get to properly mount this brake? Or do i need a whole new front brake?

You need a frame cable stop. Sometimes these would be mounted to the fork about 3 inches above the tyre using the fender mount. Other time the stems which were at that time quill stems for the most part, would either have a cable stop guide coming down or some of them had a hole drilled through them.
What you need to make this work will be a cable stop that braces the outer cable.

You need some form of cable stop, such as this one which is part of the headset on this bike
