Is there a way to get the brake cable at a better angle? I feel like it should come straight out of the barrel adjuster and also be parallel to the seat stays
You could try to disassemble the cable stop and reassemble it upside down – so there the barrel adjuster sits between the wings of the bracket. That should bring the cable more in line with the seatstays, although it might be harder to adjust.

A cable hanger the hangs from the center of the seatpost bolt would help. But steel wheels don’t offer a lot of bite on those older pads anyway, a good pad will help more than the cable angle.

Can you flip the hanger over so the barrel adjuster is on the underside? Not sure if that would require the cable to bend too much to line up.
Or maybe move the clamp lower on the seat tube?
It’s not wrong, per se. You’d need a different cable adjuster to get it “right”.
