Nose manuals included! Those forks are done, inspect the frame and head tube, and that seats seem better days, and it’s always advisable to put some new grips on, you’d be looking at an extra $250 cad to sort that lot out.

If you don’t currently have a bike and are willing to essentially buy an entirely new bike part by part over a period of time then yes, it’s not a terrible start. Buy some forks and new grips with bar ends before you ride it though!
If you already have something or want to fix this for profit or even think it will be good after a clean and some lube then no. Don’t waste your time, it needs a lot.
People may say it’s junk but my first BMX was worse and it got me riding with my friends. After a year I had replaced every part of it and had a very decent bike.

I would take the frame and bars and repaint them. Scrap the rest and start rebuilding.
