Does anyone know if this is correct or do I have the incorrect bottom bearing. The bottom race is installed correctly that came with the fork. The forks are suntour duralux 38mm. Bearings and cups came with the frame i bought. It’s a Fastwork aluminum frame from China… Other frames are out the budget unfortunately.

Not an issue as long as there’s no movement
There’s usually a rubber ring/seal that sits in that gap to shield the bearing from spray off the wheel. If it’s a budget headset they may not have bothered with it.
You don’t *need* that seal especially if only riding in the dry. It may be worth looking for one though, sometimes it’s an O-ring (circular cross section) or sometimes a flatter ring (rectangular cross section). You drop it on before the bearing so it gets a bit squished down in that gap when the headset is preloaded.
