I wouldn’t ride this any more. You can stick a piece of tape on the inside in an emergency, but it’s not really safe.

I’ve had luck putting a tire boot in it, but basically just imagine the probability of a small piece of glass or sharp stone wedging into that and then puncturing your tube.
Parktool sells some strips, and I think restrap has a boot kit. Or just use some strong tape.
