My handle is a bit loose and shaking left to right. It’s not shaking much but enough to annoy me when i ride. I think the previous owner has tried to over tighten the bolts but it says not to. I can’t really do anything because the bolts are stripped on both sides. Do i need to take it to a shop to have them put a new bolt in or is there something i can do myself? Also if the bolts are over tightened and it’s still shaking, can it be bent or something?

That looks tampered with a bit. Clear indication that it should be left alone but someone fugged up the Allen key interface.
LBS is your best bet if you’re mechanically inept.
There’s an Allen bolt under the stem tighten it!
Thats a design flaw in adjustable stems. At this point the bolt looks stripped, a replacement stem is the best option
Change it for a fixed stem. Even if you tighten this it will loosen again soon.
It’s the bolt underneath, not the one that says not to touch. Everyone always goes straight for the bolts that have a sticker saying to leave it alone. You’ve done it now, bike police are coming.
