i just got a new chain, i didnt shorten it because i thought it was the right lentgh out of the box, im using a shimano 8 speed cassette with 11-32 teeth snd a seam pc830 8 speed chain, ehen im on the smallest cog with the smallest chainring, my chain rubs on that part of the derailleur, is my chain too long or is my derailleur out of adjustment?

We can’t tell from your photo.
Here’s how you measure it [https://www.parktool.com/en-us/blog/repair-help/chain-length-sizing](https://www.parktool.com/en-us/blog/repair-help/chain-length-sizing)

Do you see a potential problem here? There’s no way to know if your derailleur is adjusted properly if you haven’t even begun to adjust it. Set up the derailleur and then check the chain length.
Another less common possibility is that you need a derailer with a larger pulley. For cassettes with a large range (very big low gear, and standard 11 or 12 tooth high gear), there is a correspondingly large range of chain to take up. That is where the large pulley variation of derailers come in. Your low gear doesn’t seem especially large though.
