I know about the need for spacers, the only thing I can think of is that the lock washer or whatever it’s called isn’t really seating right between the ID of the bearing and OD of the fork. It’s kind of “popped up”. Does these come in different sizes/thicknesses? I think this is an older fork (10-15 years?) and maybe I’m using a lock washer that’s too new or it’s just the wrong thing. I’m assuming this is the problem. Lol

Also, want to mention I’ve tried 4 different ones now, some with a slit in them some thinner metal and some thicker, and I’m seeing pretty much the same issue with all of them.
Got one to sit somewhat properly now, bars still turn. Now I officially don’t get it. Same issue with two different stems as well. 🤔
Steerer tube slightly out of round maybe?
Bearings don’t look seated properly, like they aren’t pushed in far enough. If they aren’t sitting snuggly then there will always be play/movement in the forks.
