Dishing tool. I don’t bother with it being center in the truing stand.

I actually prefer it to be off center. Work on one side at a time and flip the wheel.

Flip the wheel over. Even if not perfect, if you flip it and keep the same rim location (ex valve stem hole), then you will know if it’s true at that point or dished. Adjust from there.

I think OP is trying to center their stand, not the wheel.
You can do it with a properly trued, dished wheel. Put it in the stand and adjust the stand so it shows the wheel as being centered. Reverse the wheel and check it still reads centered, and fine-tune it if needed.

Incremental method:
1. Find a wheel. Doesn’t have to be centered. Ideally it would be trued, but you can also just mark a spot along its circumference to measure at. Ideally it would have smooth axle ends and not threaded.
2. Insert/flip wheel. Adjust the calipers (of the truing stand) until one arm is barely touching.
3. Flip wheel. Adjust the stand calibration in whichever direction would be required to have the *other* arm barely touch, but only go roughly *half* way to that point.
4. Repeat steps 2-3 a few times until you can flip the wheel back and forth and it touches the opposite arms equally. As you get closer, it might be easier to use a piece of paper as a feeler gauge.

Just use a dishing tool
