I’m new to bikes and was just looking for an easy way to protect my chainstay. I found a neoprene protector that I like but wanted to know if it’s ok to wrap it around an exposed shifter cable that runs along my chainstay, or if I should aim to avoid any contact with the cable. I’ve attached a photo of my bike with the chainstay protector and also a stock photo of how the shifter cable runs along the chainstay for reference. All help is appreciated. Thanks in advance!

That weak ass thing? Yes!
If by “exposed” you mean there’s no housing around the raw steel cable, I’d avoid wrapping it; it might not affect shifting, but there’s no sense in adding friction. If it’s enclosed in the housing, no problem.

I’d pull it off every now and then to clean and dry things out.
I’d get a length of cable liner to run the length between the bottom bracket cable guide and the eyelet on the drive side chainstay. Wrapping a chainguard over the cable like that will make the shifting sloppy and accelerate oxidation of the cable, costing you more in the long run
Those cable housings are made of steel, that won’t hurt it at all
I put mastic tape on top, lasts longer too.
Buy a small roll of 3M paint protection film and apply it to the chainstay. 20 bucks.
