If the buckles don’t fit I’d just use some other strap. Something that can be tightened around the whole bag really well like a Voile or an Austere Manufacturing Cam Strap. Of course, at that point maybe you could have just used a dry bag instead for much cheaper.
I think it is not possible with these type of saddles. I have changed this saddle because I had the same problem. I am now having a Brooks Cambium. And more comfy.

My partner has the same saddle. Try wrapping the straps around the metal stains / front part of the saddle. Leave the straps long to connect and tight it afterwards. It’s quite fiddly but worked with the Ortlieb bag.
Why aren’t there rails on the rear view image?
Try fixing to the front part of the saddle and see if it doesn’t touch your legs or anything while riding.
Or fix the bag not with the straps it came with but get thinner ones if possible to fix to the bag?
Last but not least just swap the saddle, i had a similar one on my gravel but it was so uncomfortable that i sold it anyway 🙂
Try a different saddle, the saddle rails are what the bag should attach to. Secondarily you could cinch it down with some [Austere Straps](https://austeremanufacturing.com/collections/all-products)
yeah either the plastic buckles go under the metal rails(and not the 2 holes highlighted here) or you get a new saddle bag with only a velcro mechanism. I dont think there is any way the plastic clasps go inside the 2 holes in red.
