That’s some crazy geometry, like an old Safety bike.

Seems fine except for the lock placement

The lock is supposed to stop people stealing the bike, not the other way around.

Find a better way to secure your lock.
I bought an old fixed gear bike that was, when new, pretty high-end (1981 Pro-Miyata). Someone tore it apart and turned it into a fixed gear- ok, fair enough, some people like fixies and it works for certain terrains.
But they didn’t care for it and very obviously just let a lock or chain swing around on the top tube and demolish the paint.
Even on an old beater, there’s no reason to purposely abuse a bike when it would be simple enough to find a more secure way of fixing it in place.
