I’d just pick off the big chunks and wrap. No benefit to cleaning off the reside.
But if you’re super picky, there are many different ways. One way is a heat gun and putty knife.

Heat it with a blow dryer and scrape it off with a plastic scraper.
Follow up with a little bit of WD-40 to get the last of the adhesive off.

Isopropyl Alcohol will melt that lot off.

If it is bare metal you can use a solvent, much easier (and faster) than making a show with a heat gun or scraping it off.
If it is painted, get a spray can of sticker remover for bikes, MucOff sells one that will protect your finish.

I would not leave it on if there are big chunks. They would create lumps under the new tape. acetone works the best but alway wear gloves.

It can be hard to find since it has Benzene and is suited for commercial industrial applications but it will do this job in like 10-15 minutes at most.
