Starting with the position in the third pic, press the pedal vertically straight down, rotate 90 degrees and release pressure it’ll move 90 degrees and put the pedals out of the way

Bad idea is what it is. Most folding bike pedals are self-contained.

Push down and twisted it will fold them away.

Bike Theft prevention device. Some people here use this “device” to position one pedal between the seat stay and the chain stay, which prevents the bike from being pedalled.
The smart thieves figure this out pretty quickly though..
