You could probably manage it. But it’s significantly easier with the tool. Make sure you loosen the pinch bolts before trying to adjust it. And only adjust it until there is no play in the crank. Doesn’t need much.

You should be able to put enough torque into it just with your fingers, shouldn’t need any tooling.
