You can either try to ream the inside of the seat tube or remove the paint up to the insertion point.

I would just buy a new seat tube. Standard round ones like this are super cheap. Can even get carbon for less than $30. The paint is making the seat tube too thick. Forcing it in will scratch the paint making it look like shit. Sanding it down OFC will scratch the paint making it look like shit. Could possibly strip it down to raw metal and polish it but that’s not really worth the effort.

Instead of paint, see if you can get it anodized. Seems to produce a much thinner layer and may still fit in the seat tube.
