I found it in the scrap pile so it could have cracked getting tossed in there. Allegedly the bottom bracket was seized, but as you can see I won that battle.

those frames are cheaper than paying someone to repair it. It’s not worth it but it is technically fixable

Had exactly the same thing on a 501 Peugeot. Turned out it had been badly welded before. I have badly welded it again (with bracing) and it’s holding up so far

This is actually one of the rare situations where a fix is both easy and economical. Any bike frame shop could replace this dropout easily.
Back in 2010 I had a similar repair done to an old Jamis Aurora for $80 by R+E Cycles in Seattle.
This failure happens so often simply because there’s a lot of stress and not a lot of metal here. You will note that many modern steel bikes often use a much different design here, partially as a hedge against this kind of failure.
