How? Your hub guard looks like it’s rotated kinda upwards (should be giving max coverage at the bottom) but even then the frame shouldn’t be exposed.
Dunno if yours clears your spokes but I run my guard inside the dropout, frame seems to be happier that way. Maybe that’s the case
E: oh wait I think I get it. Your hub guard being mounted outside the dropouts, puts tweaking pressure onto the dropout plate when considerable force is applied to the hub guard (like landing a feeble). If your guard was inside the dropouts it wouldn’t be pulling the dropout with it when force is applied.

If the frame is 4139 Chromoly and you don’t see any cracked welds; I wouldn’t worry one bit. Chromoly is pretty forgivable to a little bendy bend from time to time. Grab a crescent wrench and clamp down on the dropouts and just pull them back then for any cracks and ride out.

I had to file down a bent one to get a tire on and off. Still rode for another year or so. It’s still fine i just got a new frame. Bend it back and send it op

I have bent dropouts every which way on 3 different frames and never had trouble just bending them back and maybe some filing to get the wheel in easier.
