so i bought my bike used and i wanted to change some settings on my fork (its really springy) and i saw that the downside didnt have thingy you can spin is it normal like this? and how can i change rebound
What fork is it? Fairly common for the adjustment to be on top.

Not all forks are adjustable. If this is a coilfork you might be able to adjust the preload at the top.

In your second pic you can see that the Allen key piece that usually goes down through that hollow bolt is missing. This is usually attached to the plastic piece that you would turn to adjust rebound. Try sticking a small size Allen key down there until you find the right spot and turn it right to slow your rebound down

Seriously though, it looks like the bolt in the second pic is missing, i doubt this fork has a rebound adjustment knob (would have to see the whole thing or know the model though to be more certain).
