Are you sure your using the right tool? Try spraying some wd40 into it and cleaning the threads then try again. A regular crank puller should fit.

Might need a different crank puller, some don’t work with a male-threaded spindle like this where the crank is fastened with a nut (vs. the more common design where a bolt threads into the spindle).

Looks like your crankarm is missing 1/2 the threads.
