I would think this is a derailleur issue in that it’s not pulling the chain tight.
your top pulley isnt align with the cog. if u do not know how to set derailleuer to proper index, take it to LBS. it is a little bit complicated to explain on text. u can find online guide in Youtube to DIY this at home but u need to be patient
