recently i realised that my rear wheel is not aligned when looking from the top down. i only realised this as usually i only look from the bottom up to align the rear wheel when i flip the bike and didnt really pay much attention to the top. what could be the issue? i tried to realign by readjusting both of the nuts but it justs springs back to the slanted position.
pic 1&2 shows the rear wheel when looking from the bottom up (flipped bike upside down)
pic 3&4 shows when looking from top down (from behind the saddle)

What is the bike frame?
judging from your picture looks like the frame or the seatstay is not aligned…. just imo tho
Make yourself a dishing gauge and check the wheel to make sure it’s not dished. It’s a very simple tool to make, some stiff cardboard or bits of wood and something to use as a pointer.
Chain tensioners could help with alignment
Maybe the wheel needs to be trued.
Rear triangle looks out of whack. Good luck.
Likely your rear triangle isn’t 100% straight
