I don’t want to clog this sub with noob questions but can’t find any answers online.
both brakes on my bike keep releasing. I tried tightening the bolt but it already was. is it broken? should I replace it or weld it?

You mean the cam releases as you pull the brake?
First make sure there are no bits or grime that stop the cam from full closing. If all is clear but it still releases on brake pull, file down the protruding ‘pawl’ that limits the cam rotation as you lock it. Do it just until the quick release stabilizes under brake pull.
