It's disgusting yes however it's not really the fault of the police, it's a problem with the government and the courts. They're the ones making these decisions and putting in the legislation that limits the ability of police to make and choices. The police are duty bound to aid bailiffs in evictions because the court has signed off on it regardless of their personal feeling towards it. The police have no powers to block this process.

Morally, these seems wrong. However, im pretty sure bailiffs can obtain a warrant to enter if they need one. Not saying its morally right, but I'd imagine the bailiffs have a warrant to obtain entry via a locksmith.
