The coulda, woulda, shoulda of this is that I knew there was factory paint on the threads of the eyelet but I took no precautions and now the bolt is stuck in the eyelet.

Vice Grips on the threaded shank…you’re not re-using the bolt so thread damage is irrelevant.

Just grab it with a pair of pliers..

I don’t see the problem… it’s sticking out far enough for you to easily grab it with vice grips or pliers so just, like, do that?

If it’s really, really stuck, you might want to invest in a set of screw/bolt extractors. I was dubious until I used mine the first time.
